EU adopts new rules to phase out imports of Russian pipeline gas
The regulation lays out a structured plan, including strict monitoring mechanisms, diversification of energy sources, and penalties for non-compliance. Under the new rules, imports of Russian gas will begin to be gradually prohibited starting six weeks after the law comes into effect. Existing contracts will be allowed to run during a transition period to minimize market disruption and prevent sudden price shocks.
A complete ban on Russian LNG imports will take effect from the start of 2027, while pipeline gas imports will be prohibited from autumn 2027. EU member states will be required to verify the origin of all gas before authorizing entry into the bloc. Companies must notify both national authorities and the European Commission of any remaining contracts involving Russian gas.
Member states are also obligated to submit national plans by March 1, 2026, detailing how they intend to diversify their gas supplies and manage potential risks associated with replacing Russian imports. Nations still importing Russian oil will similarly need to develop strategies to reduce dependency.
The regulation establishes significant penalties for violations, including fines of at least €2.5 million for individuals and €40 million for companies, or up to 3.5% of a firm’s global annual turnover. In emergencies where energy security is seriously threatened, the European Commission may suspend the ban for up to four weeks to prevent crises.
The European Commission has additionally signaled that it will propose legislation to phase out Russian oil imports by the end of 2027, continuing the bloc’s broader strategy to reduce reliance on Russian energy. Analysts say the phased approach is intended to balance political and economic considerations while supporting Europe’s energy security transition.
